By the year 2000 the
districtwill have school to work programs that benefit all students. The
programs willbe a basic part of the district’s and state’s reformed education
system. The privatesector will continue to support innovation and improvement,
and will provide abroad range of work-based and work-related experiences for
all students. Allstudents will be motivated and engaged in learning the
knowledge and skillsthey will need to succeed in the global economy of the
coming century, and tocontribute to the stability, prosperity, and pluralist
democratic traditions of
School to work programs shallbe integrated with the general education program and career pathways.Developmentally appropriate school to work programs shall be developed and madeavailable to all students at all grade levels as an integrated part of thecurriculum. Learning goals and program elements shall be established for eachprogram. To the extent appropriate, the administrative elements of each schoolto work program shall be standardized or consistent with the other school towork programs.
Necessary staff developmentshall be provided both to staff with general instructional responsibilities andthose developing and implementing school to work programs to assure that theschool to work programs are smoothly integrated into the education program.
Resources for safe and relevantwork-based and work-related learning experiences shall be developed incooperation with the community: employers, labor organizations and public andprivate agencies. The board directs the superintendent to establish proceduresfor entering into agreements with employers for work-based and work-relatedexperiences that specify the responsibilities of the district and employer, andaddress issues including work place safety, liability, screening of persons whowill have regularly scheduled, unsupervised access to students, transportationand student and parent responsibilities. (Every effort shall be made tostructure all work-based and work-related learning experiences to avoid circumstanceswhen employees or agents of a participating employer would have regularlyscheduled, unsupervised access to students.)
Student achievement and theeffectiveness of each school to work program shall be regularly assessed. Theboard directs the superintendent to develop procedures for involving teachers,counselors and other appropriate personnel in the evaluation of students forplacement in the various school to work programs.
Each school to work programshall have an assessment process for students while they are in the program andat their completion of the program. Each school to work program shall reportannually to the board of directors and the board shall review the effectivenessof each program.
Each participant in school towork programs: district staff, students, parents, employers and employers’workers, have specific responsibilities of which they shall be informed and forwhich they shall be held accountable.
The board directs thesuperintendent to develop specific informed consent and medical releasedocuments for students and parents that shall be executed by the student and aparent or guardian whenever a student participates in a school to work program off-campus.The forms developed for each program shall describe the program, delineate theoff-campus activities the student will be involved in, provide the location(s)of the off-campus activities, describe who will be responsible for thestudent’s transportation, outline the student’s responsibilities in the program,consequences for not meeting those responsibilities and give parent or guardianpermission for necessary medical services to be provided to the student whileoff-campus.
Students shall be subject tothe district’s discipline policies while traveling to and from and whilepresent at off-campus locations for school to work programs. Violations ofstudent responsibilities may also result in termination from the school to workprogram. Employers may terminate students from their workplace for violationsof workplace rules or regulations or for safety violations.
The board directs thesuperintendent to develop procedures for the resolution of complaints resultingfrom off-campus programs, whether from students, parents or employers.
The district shall engage inoutreach and cooperative efforts with employers, labor organizations, civicorganizations and public and private agencies to create community support forand involvement in school to work programs.
