The
board of Directors recognizes that the rate of physical, social, emotional
and academic growth will vary among individual students. Since each student
grows at his/her own rate, these individual growth characteristics shall be
recognized in classroom programming.
Upon completion of a year’s study at a specific
grade level, a student will be promoted to the next grade. Retention at the
same grade may be beneficial when the student is not demonstrating minimum
competency in basic skills in relation to individual abilities and grade
level expectations. Retention should not be considered, except in instances
where there is a strong likelihood that the student will benefit with minimum
social and emotional disruption.
It is desirable that elementary retentions, if
necessary, occur in kindergarten or the primary grades. Double retentions
should be avoided. A building committee meeting, including at least the
teacher, principal and parent, is required prior to retention. (This
requirement may be waived if the parent refused to attend the conference.)
The final recommendation to retain a student is to be made by the principal.
The principal is to report all retentions, along with the rationale for each,
to the superintendent prior to the beginning of the next school year. The
superintendent shall establish consistent procedures for promotion and
retention of students in the school district. Parents are to be informed in
advance of any retention decision.
